Noel easily as she contributes massively to Ciel's character. Compared to the original, Ciel's guilt is greatly emphasized and brought to the forefront, which Noel serves as a foil to all of this. She's a reminder of Ciel's past and her guilt, that's why their confrontation at the end of the route also works thematically; Ciel beating Noel is not just merely a physical confrontation, it also a triumph mentally and represents her finally moving forward as a person. It's truly a bittersweet relationship that greatly contributed in making Ciel much more of a complete character.
