Brace for rant.
The "character" that most people refer to are quirks and random actions that the girls do or some distinctive trait of their personality. For example, Eri who random and bluffs all the time, Sayu gets "black" sometimes, Ai is bad at speeches etc.
I think we can trace this to the former generations. For example Tsuji and Kago, since they joined they were doing silly things all the time, even on camera. People/wota want to know everything about their idols, and those two were the ones who showed more of their personality.

Considering that nowadays the girls they just sit around some corridor with a cardboard background in the studio, JunJun going random (eating a banana in a ping pong match, requesting bananas in the middle of the program) and doing silly things is something good. She's the only one going "all out" and doesn't give a fuck about embarrassment. Again, this is my view of the things.

And LinLin's a good girl, she does her assigned tasks and doesn't do anything unnecessary, and thus, she doesn't stand out.
