I don't know, we're talking about the 90s and early 2000s here. Stuff you mentioned wasn't exactly not happening then. And it's not just anime, I posted a game art in my example.

I think one thing is a lack of lines though. Less lines defining the hair, face, clothes, and other things. Looking a bit, I think things tend to be defined more by shadows than lines now.

It's probably why I thought Star Driver had an older feel to it at times. Sometimes they'd have a lot more defining lines.
