Do people still create independent fansites these days?

It seems that fans these days mostly just collect themselves on forums or social media, and when they do go through the trouble of putting together a website it's usually just a Wikia.

Fukushima saw a few solemn Utsuho and Tenshi pictures float by.

Having character references to tragic events still kind of feels weird to me, but I guess there's nothing really irreverent about it if you just think of them as just being another part of life.
