How do you craft this? I'm a 98 lvl TTK, have tried 10/11/251/250 for 3 days straight using Kirishima Kai Ni, Hiryuu Kai Ni and Ise Kai as flagships and it allways gives me shit like the worst AA gun, triple torpedo mounts and Zuiun.

afaik, CAs have an accuracy bonus using 20.3 cm guns which in night battle with the damage cap at 300 and having as much Firepower than a BB makes then deadlier.
