Radar is better when put on AA specialist like Maya. Though I don't notice much difference as my 2 CVs had good fighters to shoot down enemy planes.
Oh and guess it's just RNG when it comes to misses. Fuso managed to one-shot crit the flag heavy cruiser on 2-4.
