There's still new Touhou fancontent being produced every single day, which is a LOT more than I can say for most other fanbases I've been a part of. So long as new canon content (and by extension, new characters) are being made, diehards will stay attached.
If fair-weathered fans decide to move onto stuff like Kancolle (remember when THAT was supposed to be "the Touhou killer"?), Azur Lane, FGO, or whatever FOTM, that's their prerogative and I'm fine with it. Being the new hotness for too long is how you get an insufferable fanbase like post-anime Jojo. Touhou was never quite at GUYS IS THAT A JOJO REFERENCE levels, but boy am I glad that I can walk 2 steps without hearing UN Owen any more.
