Don't know about FGO, but it's definitely the case in Extra given by what Twice said and the Overcount 1999 entry on Last Encore official website (unless what Twice said about Overcount 1999 and Leo being the one that caused it were all bullshit, but Leo didn't say anything against that or justified himself from being accused so who knows).
