I just checked sadpanda and from a quick glance it seems that the earliest they've got are 3 non-H Touhou doujinshi released during Comiket 64 (August 2003) which is also when IN was released.
One is a mostly SDM doujin centered around Meiling, another is an EoSD general doujin, and the final one is mostly focused on the IN trial as well as some PCB content. Now here are some random autistic observations.
Every character present in EoSD appear in all 3 doujins, save for Rumia and Meiling who appear in 2, and the midbosses.
While every non-midboss from EoSD and the IN trial make at least one appearance, the only characters who originated from PCB that are featured are Letty, Youmu, Yuyuko, and Chen. On top of that, Letty appears in 2 while the rest only appear in 1, and Chen's appearance is limited to an end book illustration.
None of the midboss only characters make any appearance, with a possible off model exception for Koakuma in pic related.
At least 2 of the doujin artists are active online and continue to draw, albeit not for doujins as far as I can tell, and on occasion draw Touhou. One of those 2 mainly draws vtubers now.
