We can only assume these things since the audition process is kept secret but I think it's a combination of huke wanting to try something new while also catering to Kiara's tastes a lot more than him just taking the lead. I mean this is going to be /her/ character. Not for his projects. So he leaned on it hard. I remember Ina mentioning in her EN drawing stream that she thought it was great that huke "tried something outside of his usual comfort zone" or something along those lines.

I know it's definitely not Cover giving huke any sort of strict guidelines (other than maybe technical things like png resolutions and such, also most of which he worked out with the live2D modeler anyway so they probably had even less to do with it) because they're a tech company/talent agency and not art directors. I mean, you can just look at Kakage's pre-audition design to see that Cover lets the artists just do what they want.
