There actually is no rule saying that you can't post off-topic threads..
Off-topic replies to threads, yes, but not off-topic threads.. You just can't be a faggot about it and start posting threads that will piss people off.
4chan's userbase seems often to be too obsessed with organizing every little conversation into every little directory.
