While it's true that the average english level of a japanese is pretty low, they don't really need to be able to speak english.
That's particularly true in the alt-idol scene, where we are all, as foreigners fans, some sort of anomaly. That's also why the fans/idols are generally pretty happy/curious when they see a foreigner almost lost in the middle of an event.
