It's genuinely not a terrible idea for Japan at least after considering all the contributing factors.
You've got a large stock of the 41s and their turrets after 8-8 was abandoned, a dire need for heavy cruisers and the turrets on your brand new class are shit.
You could easily upscale an Agano or Aoba just large enough to hold three of these turrets each with the ability to reach a potential 2.5 rpm you're not far off from what the Aobas and Myoukous can reach. Then you can slap a few CL or DD main turrets on them as secondaries and give them a few quad torpedo launchers. And I'm sure they'd be able to easily pass 30kts.
Shit they'd easily be better than the Bongous and be far cheaper than building an improved version of them.
