It's intended behavior. When you cum it takes several seconds, enough time to cum in one and keep cumming in the other. Typically you're supposed to only have access to a trainee and an assistant, both of whom you can fuck and cum inside, and it even enforces this 2-girl cum limit in TW when you're leading. Other era games work this way too. But in TW, when they're leading and attempting to have you enter them, it's possible to cum inside 3, 4, and more girl at once.
