The situation is more complicated. At first there were actually two mods, Touhou Origins and Touhou Tinder (no relation to a certain app, it's a word in chinese). They were worked on independently by chinese teams in early 2010s, but they were abandoned. Then in 2019 some anons on /jp/ took up these mods and fixed them (they were in a completely unplayable state), later adding their own elements. The mods were later marged into one mod (Gensokyo Warfare) that is being worked on by another chinese team. Some /jp/sies ended up on the modding team.

The period of time in 2019-2020 when /jp/ was churning out a bunch of video-game related OC was great. Shanghai.exe getting finished by an anon, the Warband anon fixing up that chinese mod, GTA and all the other stuff.
