He was introduced in SF though, I think Sanda was just keeping the character consistent cause that's how he is.
Like I said though, overall there hasn't been any major shake-ups in Clock Tower power rankings in nearly 20 years, unlike Servants which are constantly suffering from power creep and have been somewhat ruined as a concept.
