Sometimes it's not even about cutting corners. It's the endemic, institutionalized corruption. Hu was damn right it'll destroy the party if they don't take very serious steps to try and minimize it. It's sad that even if you give something a massive budget that should result in a nice deliverable, you'll still likely get a piece of shit that collapses on itself or explodes thanks to officials or unruly construction companies skimming funds.
