Unintentionally so. It's obvious she's a big hololive fan, and eventually after watching something so long you pick up on mannerisms unintentionally. It's less that she's trying to copy Peko and more see's stuff that Peko and the others have done as "So this is what V-tubing is".
Most of the other EN's are either fresh into streaming or been streaming enough that they already have their ideal character on lock. Kiara's in a boat where she's never really done it properly but is also corrupted with the knowledge of everyone who's come before, so her personal image is pretty much lost in trying to be a "v-tuber" and not herself.

It's only cringe because no one can keep up with Kiara's genki energy.
