The game tracks how many times you hit something before they act. You do full damage the first 50 hits, 51-60 hits you do 80% each it, 61-70 hits you do 60% damage, etc.

It also nerfs your crit chance relative to how many attacks you get in a turn. It is still very useful to have for Multihand characters, just not as abusable.

It doesn't *really* nerf most sensible characters and pets, it mostly affects "Time Stop" Procs for multi-hand Mutants, and makes 7+ Hand Mutants/pets start to give severe diminishing returns in tandem with those procs. With 6 attacks I will brush up against the 50 hit threshold against beefy non-bosses (who don't have astronomical evasion) when the Time Stop effect procs.
