Yep. The outfit itself is really striking in how much personality it evokes. Flowing dress and torn off sleeves give a sense of wild freedom, the chains binding her to nothing also accomplish that, and she has several little cute decorations that tell you, well, she's cute. Her horns are also wild and untamed, clearly ancient and she's let them grow out however over the centuries she's been alive. Then there's the symbols for representing harmony, finite, and infinite with the circle/sphere, triangle/pyramid, and square/cube. Finally it's just a really distinct and recognizable design. It's Suika! Looking at the other currently well-known representation of Shuten-douji, it's not even a contest which is better.
