Very few are legitimately evil. Seiga is evil... Mima too, definitely. But aside from that, most characters are nice or "normal" (for youkai).

I wouldn't consider Junko evil, just angry. Hell, her goals are actually aligned with the protagonists ("I hate Lunarians and want to fuck them up", "What a coincidence, so do I!"), but via circumstance they have to oppose one another. Medicine seems more like she's stupid than evil.
