It seems like I have to agree with you according to the result of my testing.

I was searching for　こどものこえ and ニャル, because I'm looking for those Nyaruko strip mahjong games, not just the CG rips sadpanda and the internet has. The uploader hinted that he played the games, so he either bought them legally or has a premium account to those sites where they're supposedly downloadable
I thought it was reasonable to assume that they're available too on either PD or Share, since that's where all that doujin stuff comes from. Or at least that was the case years ago, when I could find nearly everything there and share it with the rest of the internet.
Yet, I couldn't even find the CG sets. Other stuff is missing too, like CG sets, games and doujinshi, which seems to indicate a smaller database to me.
