I'm not sure she moved to Hinamizawa in Minagoroshi, you're thinking of the anime-only Yakusumashi-hen. Keiichi and Mion point out that Shion doesn't even study in this school and that she's skipping her classes in Okinomiya for the sake of being with Satoko. More importantly, this is the ending of Matsuri, where it's shown she does the same Satoko babying shown in Minagoroshi anyways, apparently even more so than before.

Also remember that Satoko herself tearfully points out that Shion is her nee nee in the middle of Matsuri. So they were clearly already close like before.

That's the inaction I was talking about, if you know they die and telling them about it does nothing to stop them from doing the exact same thing as before, you're still being too passive about things. Remember that Rika could have, you know, followed them to find out what happens to them, bonus for bringing her friends along. Someone wrote a story for a contest Ryukishi organized where it's basically the last chunk of Minagoroshi except Rika does follow Takano and Tomitake and, surprise, Takano's found out. Ryukishi liked it so much he picked it as one of the winners, hired a manga artist to draw it and then published the manga in a book himself called Kataribanashi-hen. Obviously not canon but it does show he approves of the idea that Rika could have been less passive about things, which is exactly what Rika was in Matsuri.

Obviously, but the point is that she's acting on her suspicions even if she's not certain. Given her situation and the fact that Minagoroshi was such a perfect fragment in her mind, she should have taken all the necessary precautions rather than having very minimal security against the potential threat of the yamainu and foolishly hoping she could escape once they started attacking her tiny little shack, hell she didn't even know the rest of her friends would come to help her.

Yes, but it's the fact that Higurashi ended there (after Saikoroshi) as well as showing that characters remember past arcs that tells us that they should have had a happy ending and that they'll be able to address any issues should they arise and not fall into L5-tastic paranoia. So if Teppei appeared in Matsuri, Keiichi would remember Tatarigoroshi again just like he did in Tataridamashi, and so on.
