My speculation here is that the death of humanity (human order) and its history generates more energy than the death of Earth. And effectively Goetia said that in part 1. So Goetia had second-class output while Olga the third. So she will compensate with something else. Part 2 motto is "This a story of our battle against the future" while Part 1 is "This is a story about our battle to take back the future."

Does this mean Earth generates more or less energy? I don't know. I'm saying from the logic of FGO, the death of Earth may generate less energy than the death of humanity (as a continuous history). And Olga's black hole power is based on the finality of Earth like Goetia's beams of the finality of History.
