I'm bad at judging who's the "best" singer, but I can certainly tell they all have their own particular quality. Gura has an angelic and almost divine quality to her voice and a tint of melancholy to it.
Ame in contrast feels more earthy and "connected" to the world, in its more mundane form. She sings like anyone and could be anyone.
While Ame's nostalgia is remembered, Mori dredges memories we've forgotten and forces us to recollect them, whether or not we are comfortable with it, demanding us to find our peace with it.
Ina's voice has a more airy feel to it. Fleeting and impermanent, something that can disappear and appear any day now, and you can't be too sure when will that happen but you have a certain dread to it.
Kiara, even with the chicken voice, despite her dedicating her karaoke in "boomer" songs, has a more forward-looking sound to it. "These were the good times, and there will be more good times ahead". Is the closest thing I can describe it.
