Compared to the other ice elementals, I guess one could say their hearts are always thawed thanks to their warm, loving personalities, and thus their ice mana is restricted to keeping the outside of their bodies cold. Its just a consequence of their ice side being magical in nature and how much the way mamono mana works is influenced by emotions.

Plus, cold skin and hot insides makes for quite an exotic experience.
