Rinner never appears in the regular pick up gachas and only once in a blue moon as a banner rate up.
I rolled for Rinne during both popularity gachas and never got her, doesn't help that she is usually in the same pool as units I already have.
I was thinking the same thing as you and just blew my crystals on Despia and it worked out.
Have a look at the current winners and how they'll split up the gacha pools and think if it's worth the risk.
