There's scenes in Onidamashi and Watadmashi where Satoko leaves with Rena and Mion alone respectively, injecting them right then and there seems unlikely, so she probably just talks some shit to make them paranoid and trigger L5 the old fashioned way since she knows exactly what words to use.
