No. Fairies are described as kami-like and the weakest probably don't even have humanoid forms, just spirits inhabiting plants and whatnot. They can probably either change size or grow based on power, but that's just conjecture. There is no difference in intelligence between a 1 year old fairy and a 1000 year old fairy, so the most important part of "growing up" doesn't exist. As for what they physically look like, no one really ever said they look like little girls and not scaled down adults. Hirasaka said he imagines them being at about the height of a 5-6 year old and ZUN said they were below a 10 year old in height, but height isn't equal to appearance, although it's hard for some people to understand that. "Growing" for them is going from a weak and formless thing to a powerful(?) and intelligent(?) being.
