Not quite the same thing since it's not set during the time unfortunately but there's the manga Slow Motion wo Mouichido which is a romance series between two high schoolers who are heavily into '80s idols/culture. The entire tone of the series is a throwback to '80s romance and the art style is softer/rounder in something more typical of a series from that era too. IIRC all the chapter titles come from idol singles so you could probably even make yourself a playlist for it.

Translations are kind of slow though and it's already long finisht in Japan.

OP, have you ever heard of "Slow Motion wo Mou Ichido?" It is a modern manga series (still ongoing) about a high school kid with a fetish for anything 80's related. It seems up your alley
