Nah, contributors have the right to write characters as they see fit, without having to fit someone else's perception of "canon".
Touhou has always been a series that invites people to interpret characters as they want when making their own derivative works, and this still applies to the weird text porn games based on the franchise. You don't have to like it, but whining about how it's not to your taste just makes you look like a faggot.
Also, there's always the option to write your own dialogue for her instead. Then she can be exactly as "in character" as you want them to be.
