She always was a character everything revolves around. Just look at all the segments in Connecting Fragments that end up being about Satoko. Rika's, Mion's, and Satoshi's segments all ended up being more about Satoko than themselves. Satoko is also a focal point in Irie and Shion's backstories, on top of being central to the entire village in regards to the aftereffects of the Dam War, and how many of the individual issues of the cast members are things Satoko also suffered from.
The bizarre part was always that in spite of Satoko being so important to his story, Ryukishi kept her in the background constantly, with her barely having any point of view segments to actually explore her thoughts. Much like Mion, he treated her more like a plot device than an actual character.
