Uh, no. Stage level, at best, is really only determined by how relevant a given character is to the plot. Often times not mattering at all until Stage 4, or stage 3 at the most. Stage 6 is obviously going to be the primary antagonist/incident starter because having the last boss be anything else would be completely retarded.
