No. The director and main writer for Ever17 was Takumi Nakazawa. Uchikoshi also worked on Ever17 as a writer, but the plot twists came from Nakazawa.

999 is directed and written entirely by Uchikoshi. He stole parts of Nakazawa's story and combined them with other elements (the premise is basically Ever17 meets Killer Queen).

If you want something in a similar style, try Remember11 (same director and main writer as E17). Reception of R11 is mixed, though.
