Part of the point is that Angra Mainyu views Kiritsugu as being the one who understands what it means to "bear all the world's evils" though, which is why the grail essentially exemplifies favoritism and gives him the wish rather than Kirei. From the moment Kiritsugu says "If I am to carry all the evils of this world, then let it be so. If that will save the world, I will gladly accept it.” in volume 3 after killing Kayneth, the grail likely favors him.
He shows Kiritsugu this thought experiment because he believes it will indeed work in combination with taking Irisviel's form when presenting the wish to him, Manjew's issue was grossly misjudging Kiritsugu's character.

Also, I don't recall the curses doing shit to Shirou, so I don't see how that would have made a difference here.
The real correct thing would have been to tip the scale in Kirei's favor.

Is that not what happened though? I always interpreted the ending of Fate/Zero as being Angra Mainyu reaching out to Kirei before his death, just like it reached out to Kiritsugu right before him and Kirei were about to kill each other.
Thus, what happens at the end is Kirei's unconscious wish, his desire being realized by the grail partially. That's even what Gilgamesh says at the end. This isn't the part of the ending that's incongruent with Fate/Stay Night.

Hate me if you want, but I'm one of those people who prefer Fate/Zero to Fate/Stay Night so I'd rather it exist than not, even if it doesn't always line up with the bits of details on the Fourth Grail War that we get in Stay Night, it makes for a better standalone story than if it tried too hard to kowtow to Stay Night's outline of the previous Grail War..
