There's a pack that has one along with a bunch of other shit for $80, and another limited pack with one for $100, or just do the equivalent of about 30 paypiggy rolls on a banner that gives the fortune dust.
Step-ups are preferred, as they're cheaper while still giving the dust.
Your only other alternative (that I'm aware of) is to just wait it out for-fucking-ever, getting a few dust a month and then a handful from certain events if you grind hard enough, unfortunately.

Sounds worse than it is, I'm only averaging that high lately because I've been on a spree with the fat wad I ran into a while back.
Just a few more Fes units and Flan to finish up and my hunger will be sated, since I'm really not into the OC mechahus and whatnot, fortunately for my wallet.
Not even many skins I like enough to shell out for, so it'll probably drop to like $10 a month or less after Yuyuko drops, presumably sometime in March if the JP schedule is anything to go by.
