No, Byakuren was imprisoned and sealed away, not "in Makai" generally like she had freedom there. She was locked up in Hokkai, and apparently beneath something that did not let her get out from that one place (where you find her in UFO--in other words, she didn't even have free reign within Hokkai; she was probably in what was effectively a magical cage). Her followers knew about it and did what they knew they needed to to get her out. Byakuren didn't know a thing about their plans.
