It makes sense for them to be the last group to receive members. They are on the low-tier level so this was expected.
I see 12 members max and at least 3-4 of them need to have a strong center character.
RunRun and Ten-chan have done too much to keep the group afloat so they need the break.
If S&F receive a very strong, enthusiastic 3rd generation then Sakurazaka's concept can receive some relevance with their future singles (just as how Techi became Keyakizaka's face and name).
