I don't really see it, she's definitely just loli. Pedo would be toddlercon or personality/clothes/appearance that remind you of a real kid which would be a gigantic turnoff.

For me, I'm personally just attracted to petite, flat and young bodies so it could be as young as Baikamo/Bush clover or it could be older like Wood Sorrel, Tutsan or Silk tree. I'd even toss in Lotus because she's small breasted but small breasts is where I draw the imaginary line.

Girls like Pygmy water lily are still cute and I like them even though she has sizeable tits but oppai loli wouldn't be my first choice and I probably won't like them at all if the breasts get too big even though they're young and small

Apparent age is important too, apparent because age is usually just an arbitrary number by the artist/designer even though the character doesnn't look like that at all (See legal loli or 9999 year old vampires) but I always want my character to be in the sub 20 range and will find it really hard to go over that.
