They're frolicing around her when she is drinking with Suika in heaven.
They are also rebuilding the shrine for her while she's only watching and ordering them around, all while happily obeying and being all smiles. In the same shot there was also this cute green haired one which looks at Tenshi like she is the best thing ever while being given orders.
Tenshi calls them, and I quote, "my celestial maidens". And they only ever appear when she is there.
Too bad they don't get any fanart.
