Finished 17.5 on normal. I posted something like this before when I first had tried to beat it, it's how I play with each character on a controller.

Some may disagree, others may prefer to keep the controls consistent, but I found that I was severely fucking up because every character plays so drastically differently.

Reimu:
Her dash is quick, her attacks are a bit slower, so I gave her buttons that allow you to act fast--get in/get out. Absorbing is free for her.

Marisa:
Probably the least fun to play! I don't know how she's supposed to work, but with how stiff she is and how you have to commit to her dash/absorb/attacks, I kept each button fairly far apart. Dash on trigger because it felt like driving.

Kanako:
I like putting heavier attacks on less "fast" buttons so I put Kanako's attack on the top. I actually forget how her absorb works since it's been a while since I played as her, but I do remember that her dash was ridiculously mobile.

Murasa:
Fuckin fun character. Her dash was given square because it has a good "weight" to it, and most of her attacks are fast so X. To not hit it accidentally, but still have it close for her super/for absorbing, absorb was put on O.

Joon:
Weird as fuck. I put her "absorb" on left trigger because I basically didn't want to use it. Does it even really work in any applications? "Dash" feels more like a jump so I gave it X. Attack given to the next quickest press.

Flandre:
Her absorb is its own, usually slow attack and it locks you in/drains fast so I put it where I wouldn't accidentally press it. Attacks fast so X. Dash on left bumper because I've played other games where LB is a burst, and Flandre's dash is best used in burt what with how fast she drains stamina in bat form.
