Current trend.

Older anime used black and browns to depict Japanese characters, the only time you'd see wild colors would be if the character is not intended to be Japanese.

Now every character has a different hair color (helps sell merch, Yo!) and westerners in anime are stereotyped with blond hair, blue eyes.
