He knows her to be one of his father's old club friends, but Keitarou himself only spent like summers or something in Hinamizawa, mostly living in Tokyo. He could meet most of the club members consistently enough, but he'd only be able to meet Rika whenever she decided to return to Hinamizawa, and we know that she hasn't visited in two years, so she definitely wouldn't be there every time Keitarou went.
Out of all the club members, Rika is certainly the one who is the least familiar with Keitarou, making it all the more bizarre that she immediately pins all her hopes on them.

The Keitarou wank in generally is pretty off-putting. Keitarou talking about how Mion was especially sweet to him because she wanted a boy with Kihiro seemingly being ignored was weird, too.
