If you can say "Xをあける", you can say "Xをひらく" with 99% chance. The meanings are roughly the same.
On the contrary, there are following examples that you can say "Xをひらく" but can not say "Xをあける".
"本をひらく" "かさをひらく" "みなとをひらく" "国をひらく"
