I honestly believe that ZUN doesn't care about pirating, especially overseas (I even remember reading a rumor on 2ch about how 台魔王 was actually ZUN, which gave me a laugh). If he did we would have touhou on steam already. He seems to be more concerned with controlling how commercialized touhou becomes. He's not against commercializing it, per se, but he wants to control it. For example, touhou doujin music can be paid for at karaoke bars, and a share of the profits go to ZUN. As for why he is more strict on games, I think he does not want secondary interpretations of Touhou to be thought of as canon. The games are how he expands the touhou universe, and he wants to be in complete control of that. Since the touhou games are not officially released in english yet, he's not about to let secondary works get released under the touhou name and define 'touhou' overseas.

As for why he hasn't released Touhou officially in english yet, your guess is as good as mine. I'm inclined to think that he just views the whole process as a pain in the ass that he doesn't need. So what if everyone overseas pirates it? He'd rather just drink beer and not worry about it.

So buy the products to satisfy yourself as a touhou fan, supporting it with your money if you feel it is worth it to you. I do.
