It's not, the true is that since the beginning they started asking for passports and a japanese address.
Foreigners bypassed this (since it was a big chance to meet your oshi without having to actually go to japan).
Management realized people not living in japan were doing this and started to asking for photos/videos of residency, banning in the process everyone not living in japan
