I grinded all the way from HQ 40 to 80 on 1-5 without a single I-19 drop.
The sub-80 drop rate is shit.
Goya might be possible, though. I think I got like 4 or 5 in the same time.

You're most likely better off just throwing ships at 4-3 continuously, though. Or spending your time leveling them more instead.
