we know she can switch them between each other's present location, and they seem to be in the same dimension because it's blue heca who takes clownpiece to gensokyo according to the illustration on one of the VFiS releases and according to the artist
so since you can physically go to both hell and the moon from gensokyo it must be possible to meet her other bodies at the same time

She watched me for a moment. "Is there...Something in your pocket? You keep checking it." I groaned in consternation, since I'd heard that question so many times today. Checking that Yamame was busy, I pulled the ring from my pocket and showed it to Lady Eiki quietly. Here, her demeanour seemed to change again. She gasped, slapped her hands over her mouth, and stared at me with wide eyes. "Y-You're marrying - A youkai?" She asked incredulously. I nodded. Yamame was more than just a youkai as far as I was concerned. "B-But, the divide between..." I didn't care about that. I loved her, she loved me, and that's all we needed. "But that's - It's so - So...romantic..." Huh? "Expressing your love to another person in such a significant way? That is the good dead you can do right now." She nodded seriously. I wondered if I'd ever run into someone who wasn't a hopeless romantic.

Lady Eiki, seemingly sick of being ignored by Lady Hecatia, decided to push back into the conversation. "Lady Lapislazuli, there's a rumour going around that your Hell Project is floundering. That, and a following rumour that you've been spotted in the company of this human in Hell. May I inquire as to what you have been doing? You must know that you cannot bring a human to Hell without filling out the requisite forms-"

"Oh, shush." Lady Hecatia groaned. "You're a lot less fun when you're going on and on about rules, you know. Besides, it was only one time, and he's been rather well-behaved since, so I think it's all worked out just as you like. He even sought my advice as a goddess of crossroads! That barely ever happens. Isn't it you who says that Hell exists to prevent sinners from coming about in the first place, rather than to punish them once they have, anyway? Seems like I just cut out the legwork, if you ask me." Lady Hecatia smiled smugly.

"B-Be that as it may, you simply must follow the rules laid out by the Ministry!" The Yama's teeth were gritted now, and she was gripping her Rod of Remorse very tightly. "It is important to the continued running of the Ministry of right and Wrong that-"

"Oh, Lady Eiki...Whatever am I to do with you? I'll break whatever laws the Ministry sets in front of me. If they've got a problem with that, they can come and try to reprimand me themselves. You're lucky you're so endearing when you get upset, or I'd totally find you annoying." Lady Hecatia winked at me. I wasn't really sure why. "So, what's my favourite Yama doing at a party?"

"My ferryman crashed into me after dropping that human off of a building!" Lady Eiki cried sharply. It wasn't...Entirely untrue, I supposed. "So, I thought I would see if others here have been sticking to my teachings. After I had Komachi apologize for her actions, that is." Lady Hecatia wandered closer to the Yamam and regarded her cooly. She was a fair bit taller, so it made Lady Eiki look upward with a scowl.

"Is that right? Well, he seems to be doing just...peachy." I coughed harshly. Lady Eiki's scowl increased in severity. "Why don't you get started, then? I've got a lot to talk about with this human and his spider. Plus, a job offer or two."

"Lady Lapislazuli, if you're planning to hire someone, the Ministry needs to be kept informed of potential candidates, then-!" Lady Hecatia rolled her eyes as the Yama did her best to convince the goddess of Hell about her supposed rule breakings, but it didn't seem to have much effect. Finally, she huffed. "Oh, fine. I'll just...Leave you be. For - For now!" She said, somewhere between anger and exasperation."

"That girl needs to relax, like, now." Lady Hecatia muttered. "Right," She said, clapping her hands together. "Work to discuss! Have you been thinking about joining me?" I had, I replied. "Great! Let's talk for a while longer, then!" She wrapped her arms around Yamame's and my shoulder, then began hauling us off without eve a chance to say goodbye to Lady Eiki, though she'd already turned in a different direction, so it didn't mean much.

"You'll love working for me, though! A Hell of a time!" She sounded very convinced that I'd already agreed, so it would be awful if turned out that I couldn't.

I was never going to propose at this rate.
