KitaOoi wouldn't even let him get into the boss since he wouldn't meet the LoS requirement.

And about Ashigara, she's got decent base stats after the Kai Ni. Only maxing her armour should be enough. I must admit though that I did max her stats before starting the quest since I was on 3-3 trying to get Yamagumo until a Kasumi dropped.
