Based on the crispiness of the text, I don't think it's an issue on Youtube's end.

I wouldn't be surprised if whatever encoder they are using is either going for the fastest preset, or the bitrate is being capped on their end.

Regardless, the effect is meant to obscure, and it accomplishes that well enough while still leaving enough for the imagination to work out the rest.
